Responding to safety concerns, a Home Office spokesperson said: "The bill requires that any designated police volunteer must be considered by their chief constable to be trained, capable and suitable to carry out their role".
"It is clear that many people felt unable to report these dreadful crimes to West Yorkshire police or to one of the many agencies specially trained to independently receive such complaints," Constable Lee said.
For legal reasons the verdict could not name the police officer, Simon Harwood, a 43-year-old constable in the Metropolitan police's specially trained Territorial Support Group (TSG).
"The concern is that these volunteers will not be checked or trained in the same way as those who volunteer as Special Constables.
"I guess once you're a cop, you would still do all the things you're trained to do," said Patti McDermott, a former neighbor of the constable's parents.
