"There is little understanding of the dynamics and nature of this form of trafficking," said Moscarelli. "The reception centres are not good places for trafficked women.
She also might be eligible for a T visa, which is reserved for victims of human trafficking, said her lawyer, Dana Sussman, staff attorney for Safe Horizon's anti-trafficking program.
"It's a national disaster in women trafficking," said Ase Lunkvist, with a laugh.
"Thailand is committed to combatting human trafficking," said the Thai ambassador to the US, Vijavat Isarabhakdi.
That makes it easier for legal bulk purchases to morph into illegal trafficking, said Joe Vince, a retired A.T.F.
The State Department's 2010 report on trafficking said that 200,000 to 400,000 women worked in prostitution in Spain.
"It underlines, in particular, the urgent need for a statutory mechanism to identify victims of trafficking," said Smith.
David Abramowitz, director of the Alliance to End Slavery and Trafficking, said that even without sanctions, the report's rankings had an impact on countries.
The State Department's report on trafficking said that according to preliminary information, the Spanish government prosecuted 202 trafficking suspects and convicted 80 in 2010.
