The Environmental Protection Agency is canceling a $120,000 "media tracking" contract it recently signed with a Republican public affairs and opposition-research firm amid questions about the firm's political work and outrage from lawmakers on Capitol Hill.
"We've all had the experience where you can't see the bus, and you're standing there, and trying to figure out, 'Well, should I walk or go to the subway?' and you're afraid if you do then the bus will show up right after you leave," said Beverly Dolinsky, the executive director of the Permanent Citizens Advisory Committee to the M.T.A., who has criticized the handling of the bus tracking contract.
On the product side, the company is planning to use the funding to introduce more capabilities around tracking contracts, building out its communities of customers, and improving its mobile footprint.
Appearing before the Subcommittee on Oversight and Investigations, House Committee on Armed Services John P. Hutton, director, acquisition and sourcing management, spoke on "Iraq and Afghanistan: Agencies Face Challenges in Tracking Contracts, Grants, Cooperative Agreements, and Associated Personnel".
The audit, ordered by the Legislature this year, found extensive mismanagement, including serious problems tracking contracts, reviewing invoices for payment and monitoring construction progress.
Provisions were also made for nontenure track "contract lecturers," a category which included all foreign language teachers.
The Director will work closely with unit managers to help them track contract goals and requirements and will assist unit managers, the Project Director and Director of Administration on grant-specific and program-wide audits.
