Australia's relationship with Indonesia has been fraught after several inadvertent naval incursions into Indonesian waters arising from Australia's policy of towing back asylum seeker vessels.
In October last year Morrison said that Coalition had "never had" a policy of towing back boats, despite Liberal politicians discussing the policy in numerous instances in the past.
"Ensuring the safety of crew and asylum seekers while turning back or towing back vessels outside of 12 nautical miles from Indonesia's archipelagic baseline may not be an achievable policy goal, depending on the prevailing conditions, the seaworthiness of vessels and the possible use of lifeboats," the report said.
It is characterised by three core points: turning or towing back boats of asylum seekers at sea; forcing asylum seekers to live in detention centres across the Pacific in Nauru and Papua New Guinea; and guaranteeing they will never be resettled in Australia.
Australia says its asylum policy - which is also widely believed to involve towing back boats to Indonesian waters - is aimed at saving lives.
"The Labor Party's policies in terms of refugees, asylum, detention, breaking the Refugee Convention, not adhering to the UN, reducing international aid, towing back boats to Indonesia... they're kind of the same.
