Crops are withering, and on Tokelau people are subsisting on bottled water after six months of scant rainfall.
In two UN-supervised referendums, held in 2006 and 2007, Tokelau (population: 1,411) narrowly failed to obtain the required two-thirds majority to end its status as a New Zealand dependency, though the results were close.
Neighbouring Tokelau, a protectorate of New Zealand, also declared a state of emergency this week, after its water supply dwindled to the point where it was completely reliant on an emergency seven-day supply of bottled water shipped in from independent Samoa.
The Red Cross and the New Zealand Defence Force have flown in water and desalination machines, but even so the government warns that Tuvalu has less than five days' drinking water left.Even worse: nearby Samoa, which has a population 15 times that of Tuvalu and Tokelau combined, has begun to ration water in parts of its territory for the same reasons.
More than 150 people in Cambodia were also killed by the floods.A shortage of fresh water in the South Pacific saw the islands of Tuvalu and Tokelau in a state of emergency.
But in the tiny Pacific archipelago of Tokelau, it is the political philosophy of the moment.
