It will install free, faster Wi-Fi on its trains, and spend more than £20m to improve stations, including waiting rooms, seats and shelters.
On the state's three major rail lines the Erie‐Lackawan na, the Penn Central and the Central Railroad of New Jersey —plans have earmarked $92‐ million to eliminate grade cross ings, $52‐million to improve and extend electrification, $23‐mil lion, to improve stations and expand parking facilities, $12‐ million to get better rail con nections and $10.5‐million to install automatic ticket sys tems.
The Development (Loans, Guarantees and Grants) Act 1929 allowed the GWR to obtain money in return for stimulating employment and this was used to improve stations including London Paddington, and Cardiff General; to improve facilities at depots and to lay additional tracks to reduce congestion.
Under their franchise agreements, train operators are required to use "reasonable endeavours" to give peak passengers "a reasonable expectation of a seat within 20 minutes of boarding", but there is no legal burden upon them to expand fleets or improve stations to achieve this.
Transportation experts like Robert Puentes, a senior fellow at the Brookings Institution who was a co-author of its Amtrak study, said he expected all the states to eventually agree to the cost-sharing arrangement, which will provide more money to upgrade tracks and improve stations.
"Looking ahead, the station team will look at other options to improve the station delivery process however, in the meantime, all cyclists should dismount before walking into the station with their bikes," Saddler said.
Core capacity improvement projects do not include elements to improve general station facilities or parking, or acquisition of rolling stock alone.
To improve its station lineup, CBS forged an alliance with Westinghouse to jointly operate four TV stations in exchange for long-term affiliate agreements.
