This tribunal is an opportunity for a judicial awakening in Lebanon and the region.
MR. MILOSEVIC: As I have said, the aim of this tribunal is to justify the crimes committed in Yugoslavia.
He added: "It appears that the sole existence of why there is this tribunal is because of this DVD, however, we know the dates and times were wrong".
"The question is whether or not everything in this tribunal is institutionalized in such a way that only guilty verdicts can come," he said.
"This tribunal is not ours; it is somebody who came from abroad who created a court for themselves," Zuhair Almaliky, the chief investigative judge of Iraq's central criminal court, told me recently.
"As I have said, the aim of this tribunal is to justify the crimes committed in Yugoslavia," Mr. Milosevic declared in his last statement before being cut off by Judge May.
"This tribunal is not independent but a branch of NATO," he added, repeating Mr. Milosevic's claim that the tribunal is justice dealt out by the same countries, the United States first among them, that bombed Serb forces in 1995 in Bosnia and in 1999 in Kosovo.
"Your prosecutor has proclaimed my sentence and judgment," Mr. Milosevic, the former Yugoslav leader, told the tribunal's chief judge, Richard May. "There is a parallel trial through the media, which along with this tribunal are there to play the role of a parallel lynch process".
First of all, this tribunal is almost a domestic set-up and the three judges sitting on the tribunal are from Bangladesh.
So beyond the legal test of mental capacity, the real question in this tribunal is one of control.
