The first numeracy exam, being sat this year, is a series of questions to assess basic numeracy skills such as addition, multiplication and division.
The OECD, which published the report, said teenagers in England aged 16 to 19 were judged to have the worst literacy levels and the second-worst numeracy levels of the 23 developed nations studied.
