"You will see systematically there are downgrades in the week of European Councils... It is strange that we have so many downgrades in the weeks of summits". Jean Claude-Juncker, the prime minister of Luxembourg who chairs the Eurogroup of finance ministers, dismissed the downgrade as a "wild exaggeration and also unfair".
"If the insurance rating is downgraded there are certain businesses that they are basically shut out of," said Kathy Shanley, an analyst at Gimme Credit, an investment advisory newsletter that focuses on corporate bonds.
In "Oh, There You Are, Perry," Doofenshmirtz is downgraded to a low threat level and Perry is reassigned to a new nemesis.
But according to Simon Hayes of Barclays Capital, there's little risk of Britain being downgraded: Although there remains a question mark over the UK's sovereign rating we do not expect a downgrade.
"It does seem that this has been downgraded and there will be colleagues who will be immensely concerned about this," he said.
Similarly, studies can be downgraded if there is evidence of bias or inconsistency.
The evidence from RCTs is rated as 'high quality' but can be downgraded where there are major concerns about: 1) the risk of bias of the trials; 2) inconsistency between the trial results; 3) a mismatch between the question being asked and the trial setting, population, intervention or control; 4) the trial being underpowered; or 5) evidence of publication bias.
"Yes, there's every chance there could be downgrades, but investors will be very unfriendly to the euro zone in general if there is no improvement this week in terms of a plan".
