Horns blaring, brakes screaming, the midday traffic skids to the side of the road as a line of Humvee jeeps ferrying American marines rolls the wrong way up the main street.
Stuart Housden, director of RSPB Scotland, said: "We know oil of any amount, if in the wrong place, at the wrong time, can have a devastating impact on marine life.
But, according to an authoritative paper by Robert Clarke, a late English marine biologist, in about one in 100 animals, stuff goes the wrong way.
It is argued that the design of the most widely used management tool to regulate access to marine resources throughout Mexico -the permit (licensing) system- provides the wrong incentives for sustainable-use.
While it is important for the Navy to maintain readiness, its proposed war-games in the Gulf of Alaska would be in the wrong place, at the wrong time, and would cause too many impacts to marine mammals.
"A single large oil spill in the wrong place and at the wrong time of year can have very serious, population-wide impacts on seabirds, fish and some marine mammals," said a spokesperson the WWF wildlife group.
Accusing the club of treating their players like "marines", he told the Daily Mirror in March 2014: "In contact sports occasionally there is an unlucky injury but most injuries are a result of overloading the body... doing the wrong workload at the wrong time or in the wrong sequence".
Mary Ann Daher, a marine biologist at Woods Hole who is one of the paper's authors, speculated that the whale might be malformed or miswired, "broadcasting on the wrong frequency but listening on the right one".
