The report restated the president's vow to increase the number of college graduates by 50 percent by 2020, and laid out how the federal government has spent billions in grants and tax breaks to help ease the effects of rising tuition and fees.

The government report restated a well-known concern: like many other parts of the national transportation system, general aviation must provide effective security protections.
The report also restates its 14 existing principles.
The report recommended restating earnings downward by $22.2 million for fiscal 2001 to 2004, and another $3.4 million for previous years.
The report also restated the subscriber numbers that cable companies use to negotiate programming costs, reducing the figure by 335,253 to 5,475,000.
While some of the conclusions appeared more sharply drawn than in the past, agency officials insisted that the report was simply restating information that it had already made public.
In particular, Lernout & Hauspie's dealings with other language-development companies in the so-called Language Valley centered in Ieper, should be restated, the report said.
