Participation in each separate programme is indicated by categorical indicators T p, which together compose the complete programme participation vector τ s p = T HB, T FC, T CH ′ where HB = Housing Benefit, and FC = Family Credit.
Services could be improved in quality and better tailored to the needs of the individual as well as becoming more cost-effective, the Total Place programme is indicating in early feedback to ministers.
However, particularly the outreach to insufficiently active individuals can be a challenge in systems in which only the training of instructors, but not the recruitment of participants, has support from national public institutions, as the limited evaluation results available from the national seniors' sports programme are indicating.
With regard to the format of these interventions, group programmes were indicated most frequently (81.8% of the institutions) followed by individual counselling (61.4%) and family counselling (43.2%).
Increasing acceptability of the programme over the two years was indicated by the growing number of submissions to the anonymous letter box for student complaints and questions, from 220 in the first year to 770 in the second year.
These results are summarised in Table 8.23 The table presents results for two outcomes, welfare receipt and employment status, during and after the programme was operating.24 As indicated in this table, several office characteristics were found to be associated with greater impacts of the ERA demonstration on the NDLP sample, both during and after the programme ended.
Programme monitoring data were collected over two years to assess whether the programme was delivered as planned (indicating feasibility), to measure the uptake of services (indicating acceptability), and to determine the number of students who received treatment following health screening camps (evidence of impact).
The programme was acceptable to service users as indicated by the high level of engagement over nearly 4 years of follow-up, the involvement and endorsement of the programme by the community and increasing referrals from community-based self-help groups in the later years of the programme (Fig 2).
When the programme was originally piloted, feedback from the students indicated a lack of confidence in their ability to communicate effectively with the patients.
