All these tools, however including the general urban development plans, or local urban planning are increasingly set aside in favour of Integrated Intervention Programmes involving public and private operators, and especially with the alternative Programme Agreements, nowadays adopted on all planning levels.6.6
For a screening programme, agreement is required on the screening tests to be used, either individually or in combination, the person to deliver the test and the location where testing should take place.
To start the programme, the agreement was that each CHW would follow up, on average, 100 families while receiving an incentive of 4,000 kwanza - the equivalent of 50 USD - per month to work 8 hours a week with no formal employment relationship.
However, the delay in finalizing the programme cooperation agreements were universally considered to be unacceptable in an emergency.
Urban planning does not owe its current disrepute to the introduction of public private integrated planning itself, but to the excessive recourse to such tools as Programme agreements, nowadays adopted as variations at all land and urban planning levels.
It is important to note, however, that notwithstanding the necessary sacrifices associated with the programme, the IMF agreement maintains some protection for low-income households and the most vulnerable.
Mr Davey told the programme that, when an agreement was finally reached, he was "convinced I will be able to look consumers in the eyes, look businesses in the eyes, and say we have a good deal".
Monitoring and reporting R5: In an emergency response UNICEF will to a large extent be in the hands of its implementing partners, both pre-existing and prospective, despite the revised programme cooperation agreement (PCA) guidelines that incorporate tighter reporting requirements.
