Landfills can also be among the few parcels where development is even being permitted in a given area, said Mark Manewitz, a Newark real estate lawyer who teaches a class in "hazardous waste law" at Seton Hall University's law school.
The redesigned detention center "will ensure that inmates and city personnel should not be able to view into the new residential and/or commercial developments nor should the occupants of the development parcels be able to view into the jail," it states.
His consultant, Marlene Roth of Pasadena, said she was "really surprised that we were not notified". The current zoning on the property and adjoining parcels permits development of apartments.

The size of the parcel also lends itself to future development of more buildings, Mr. Conley said.
