Perhaps the time has now come to either start that phasing out or to modify the quota so that it does not offer unfair protection to the few big independents which currently supply the majority of the programmes, but instead helps to ensure opportunities are offered to the mass of small producers, who were the creative powerhouse of the independents' success in the 1980s.
