Following, I present the cases in favor of universal and mandatory preschool according to four major lines of arguments that appeared in the ECE literature (Siraj-Blatchford and Woodhead 2009): (a) the children's rights argument, (b) the social justice argument, (c) the human development argument, and (d) the economic argument.
Human rights has always been used as a discourse to criticize countries, opponents, organizations, competitors even, when you don't have any other argument, because you know that the human rights argument is mainly a discourse argument, not an evidence argument.
More generally, the proponents of the human dignity argument face a dilemma that limits their argument's relevance.
In sum, the human development argument is also one of the most prominent arguments for policies that aim to universalize and establish preschool as mandatory.
