Mr. Hubbard made himself the public face of Ticketmaster, embracing the challenge of turning around the brand's negative image among consumers, who frequently blame it for the high surcharges and other headaches related to buying concert and sporting tickets.
In a letter to the chancellor, the shadow chief secretary to the Treasury, Chris Lesliem wrote: "Following the European Council this week and the concern over the increased contribution from the UK government to the European Union budget you have serious questions to answer about how long the UK government has known about the possibility of a higher surcharge for the UK.
The Democratic-led Assembly has proposed a partial extension of the high-earner surcharge that would ease some of the cuts in Mr. Cuomo's budget, but would still leave a swath of vulnerable New Yorkers exposed to avoidable hardship.
The high-earner surcharge, which is set to expire at the end of this calendar year, currently applies to individuals with taxable income above $200,000 or married couples above $300,000 — the top 2.8 percent of New York taxpayers.
And, without the high-income surcharge, the state's highest marginal income tax rate kicks in for couples paying taxes on over $40,000 -- the same rate applied to someone making $10 million.
So theoretically it is the buyers on the other side of the ocean who must absorb the higher fuel surcharges on freight.
Mr. Hevesi said he would consider, in an economic downturn, pushing for a higher surcharge on the city's personal income tax, to pay for increased spending on schools.
