It stinks," says Desmond D'Sa, who co-founded the coalition of environmental, community and church groups in 1995 and who this week has won a Goldman award, the world's most valuable ($175,000) international prize for grassroots environment work.
"As we enter the project's second year, I'm optimistic that Local will prove to be a way that the Guardian can explore networked journalism in action, and help inform the mutualisation debate, by working through the issues and challenges which face a major news organisation working in a grassroots environment in this innovative way".
But in a grassroots environment in which presently one-in-three referees walks away from the game every year, it's hard to aggressively expand the top-tier talent from such weak foundations.
As the People's Daily article put it: "The language environment of the grassroots, with its special characteristics, is different from that of the [Communist] party and government officials".
I made contact with most interviewees through snowball sampling, and in addition approached two members of the SRMT Environment Division, two members of the MCA Department of Environment, and six individuals who were at some time affiliated with the grassroots organization Akwesasne Task Force on the Environment (ATFE).
And millions of those uninsured people -- many of them young and healthy -- are in tightly concentrated urban areas, target-rich environments for the grassroots groups and politicians working to sign people up.
This is because of the demand and cry from different local and international stakeholders for an effective decentralization system which would provide an enabling environment for communities at the grassroots level to participate in the decision-making process (25).
In different circumstances, the higher levels of governments pressure the lower levels of government in different ways, creating varying environments for policy implementation at the grassroots level.
There has also been debate surrounding "the cloud", and whether internet-based services are useful and relevant to many members of the grassroots non-profit community who find themselves working in more remote, challenging environments.
