In state schools across England, 69% of children have gone up the expected level in maths, 68% the expected level in English - and that 38% have achieved the higher level five or above in English and 39% in maths.
If the subject achieves the expected level, this is scored as 0. If a subject does not achieve the expected level but shows improvement, this is scored as -1.
The good news, however, is that the percentage of children reaching the expected level has risen.
And in arithmetic, 73.6% of boys reached at least the expected level of development, compared with 81.4% of girls.
In Sats, the proportion of high achievers dropped last year as schools zoned in on those reaching the expected level.
The goal of these training programs is to inculcate in physicians the expected level of skill in patient care.
"One in five children currently leaves primary school without reaching the expected level in reading and writing," he says.
And just two-thirds of these pupils are meeting the expected level in terms of numeracy.
The expected level is set at 100, but scores can range between 80 and 120.
For example, in reading, 80% of P1 pupils achieved the expected level.
And 80% achieved the expected level in maths, against 79% the year before.
