The BSC upheld the complaints, saying the scene "had a stark and graphic quality unsuitable for pre-watershed transmission".
"While there can be no taboo areas for satire, it does not have an unlimited licence," the BSC said.
In the five years to July 2002, the BSC received complaints about 34 separate programmes and upheld five.
"Mr Rapson agreed, in his capacity as an MP, to take part in the 'campaign' video," the BSC said.
The BSC, along with the independent television commission, faces rationalisation in the forthcoming White Paper on communications and broadcasting.
