"the believes" is not a grammatically correct phrase
"Believes" is a verb and would need a subject to go with it, such as "he/she believes." It is possible that you may have heard the phrase "the belief" which is a noun and can be used in a sentence. For example: "The belief that hard work leads to success is ingrained in our society."
