Even Sen. Ron Wyden, Chair of the Senate Finance Subcommittee on Trade, the congressional committee with jurisdiction over the TPP, has been denied access to the text of U.S. proposals submitted during TPP negotiations.
Without the ability to search the full text of grant proposals and annual progress reports, analyzing these parameters would require reading individual grants and coding items of interest by hand, or surveying the grantees directly.
"There's a secret inside Proposition 46," an unseen female intones, as if the text of the proposal weren't being mailed to each and every registered voter in California.
In fact, it is so simple that the legislative text of the proposal is only a few pages long — a rarity when it comes to tax policy.
Mr. Rose formally submitted the text of the proposal in December, with support from the city's community boards, the Municipal Art Society, the American Planning Association, the American Institute of Architects and others.
Although city officials have said that they will not resort to eminent domain, the text of the proposal states that "the land could be acquired by condemnation".

The FCC's precedent, as it turns out, is to not release the full text of a proposal before it is voted on.
The final text of the proposal will be posted Thursday.
