Meanwhile, Pakistan has set up a new anti-terrorist department and plans to regulate religious schools.The Taliban are wrestling with problems of their own.
The Justice Department has no plans to examine federal laws or legal precedents to determine whether the Nov. 2 presidential election might be rescheduled because of the threat of a terrorist attack, department officials said this week.
In the meantime, should the city face another terrorist threat, department officials hope that federal authorities will give them, in a timely manner, the most accurate information possible about it.
"We will continue to cooperate to the fullest extent possible with Germany in the fight against our common foe, the terrorists," a department spokesman, Mark Corallo, said, The Associated Press reported.
In papers filed on Monday in Federal District Court in Manhattan, the lawyers claimed that in searching for potential terrorists, the department's Intelligence Division has infiltrated Muslim institutions, including mosques, student associations and cafes, and retained records of what police officers and informers overheard in such locations.
While dismissal of the case would be an obvious symbolic blow to the Justice Department and its larger prosecution strategy against terrorists, the department insisted today that the prosecution of Mr. Moussaoui was far from over and that the government was hopeful that an appeals court would allow the trial to proceed.
"You should exercise particular caution around locations that have a low level of protective security and avoid places known to be possible terrorist targets," the department says.
Ms. Tucker said that before the terrorist attacks, the department had never disclosed the identities of people charged with immigration violations.
"Greater than 90percentt of the strikes that we've seen them take to date have not been against ISIL [an alternative acronym for IS] or al Qaeda-affiliated terrorists," said state department spokesman John Kirby.
But police officials said the long-term effect of the terrorist attack on the department's manpower may not be calculated for weeks to come, or even months.
Ms. Tucker said the arrests on immigration charges for people suspected of having some involvement in terrorist activities reflected the department's new approach emphasizing prevention of terrorist acts.
