Turnbull said the royal commissioner was "completely independent of any government", rejecting a question that suggested Indigenous Australians might view the inquiry as "compromised" because of consultation with the Northern Territory government on its terms of reference.
He also criticised the involvement of the territory government in setting the terms of reference.
One by Michael Vita, the former boss of New South Wales' Long Bay jail and Villawood detention centre, examined the state of the territory's juvenile detention, with terms of reference set by the government.
In that vein Mr. Sarkozy called the new museum the embodiment of "our entire country, the territory of our values, our references, our hopes," adding that it was "the place of our identity".
The occupied territories in Palestine/Israel are an interesting point of reference in that context.
Turnbull confirmed on Thursday that the territory government had had input into the terms of reference for the royal commission, which will be conducted by former NT supreme court judge Brian Ross Martin and is to report to parliament by 31 March.
However, the terms of reference are specific to the Northern Territory and do not suggest consideration of juvenile detention in any other state or territory.
In his opening address on Tuesday, commissioner Mick Gooda noted the recent revelations from other jurisdictions but said his and co-commissioner Margaret White's terms of reference were confined to the Northern Territory.
However, Turnbull rejected calls to widen the terms of reference for the royal commission beyond the Northern Territory juvenile detention system.
He confirmed on Thursday cabinet would consider the terms of reference of the royal commission into the Northern Territory juvenile detention system and whether to nominate Kevin Rudd to be the next UN secretary general.
