In its statement, the Israeli security cabinet stressed what the Palestinians were not doing: "The government of Israel has determined that the Palestinian Authority has still not fulfilled its obligations specified in the Tenet document: halting terrorism, arresting terrorists, stopping incitement and preventing attacks".
"The violations of the cease-fire and the continuation of terrorism and incitement since the Tenet document was accepted yesterday obligate me to order that we will be unable to implement what we have committed ourselves to doing wherever terrorism and violence are continuing," Mr. Sharon said in a meeting with Russia's Middle East envoy, Andrei Vdovin.
Tenet said prosecutors wanted documents from January 1999 to the present related to several physician practices that hold membership interests in People's Health, as well as data on its membership, policy manuals and other records.
