Related, which pays for tenants' utilities, expects to save $350,000 a year, and recoup its costs by 2012.
Either way, Kreitzer said it is illegal in most jurisdictions for a landlord to use tactics like cutting off a tenant's utilities, changing the locks, removing property, or making verbal or written threats to get a tenant to move out.
List the responsibilities of the tenant, including utilities that must be paid, maintenance that must be performed and security that must be provided.
In theory, programs like this can address what efficiency experts call the "landlord-tenant problem": If the tenant pays the utility bills, the landlord has no incentive to fix up a dwelling in order to save energy.
Other concerns include: tenants often get utility bills instead of owners; upgrades could add to rent costs and chase off prospective tenants; reporting would add to building-operation costs; the proposal exempts theme-park rides.
"Landlords need to know what they are getting into when they rent to a gym," said Joshua Strauss, a vice president at the retail brokerage firm Robert K. Futterman & Associates, because these tenants' use of utilities like water and electricity can be costly.
A player advancing beyond the district championship this summer will have to provide documents confirming the address of a parent or legal guardian from three or more of the following categories: driver's license; voter's registration; school records; welfare records; federal, state and local records; support payment records; homeowner or tenant records; or utility bills.

The government now says it was double-counting a tax paid by some electricity consumers and was estimating too much natural gas use by tenants in apartments where utilities are provided by the landlord.
