"The problems are not technological," says Mayer, a professor at the La Follette School of Public Affairs at the University of Wisconsin.
"We have to fight price dumping with technological innovations," said Frank Asbeck, C.E.O. of SolarWorld, according to a press statement.
"Yes, we have not been perfect in the past in technological rollouts," said Michael P. Huerta, the F.A.A.'s deputy administrator.
"We are just at the beginning of a technological revolution," said Marc Josephson, the founder and chairman of Intellispace.
"For 18 years, Israel has been fighting a guerrilla war, a war of attrition, that nullifies all of its technological advantages," said Gerald Steinberg, a defense specialist at Bar-Ilan University.
That's a political rather than a technological problem, said Peter Gleick, co-founder of the Pacific Institute, an independent research organization focused on water issues.
"The new delay should not surprise anyone who's aware of the technological issues," said Tony Roulstone, who runs the masters programme in nuclear engineering at Cambridge University.
"The people you're hiring these days expect you to have the technological tools," said Edward J. Cettina, a Tishman first vice president.
"We were repeatedly informed that in fact this was going to be the next great technological development," said Mr. Schanzer at Janney Montgomery.
"To get there at a cost that's affordable will require substantial technological development," said Dr. Michael Oppenheimer, the chief scientist of Environmental Defense.
