Conventional method of delay study involves solving static engineering equations in which only technical factors (traffic demand, roadway geometry, and signal control, etc).
For example, the PTA attempted to approach the civil servants by holding meetings with the "traffic technical group".
One civil servant explained that they specified their service demands in a meeting with the "traffic technical group".
The exercise combined severe weather conditions with technical breakdowns, a traffic accident in the security area, a fire in a building, and finally, a reactor accident involving a radioactive release due to a malfunctioning backup cooling system.
It has also been shown that the PTA mostly discussed the procurement with the civil servants in the municipalities and the regional cooperation body, for example, by holding meetings with the "traffic technical group", and was internally shifting the political focus from the PTA board to the PTA presidium.
Representatives of the county council are invited to join different groups of deliberation (for example the traffic technical group described on page 11) but they often chose to not attend and don't use these type of power resources towards the PTA.
Exceptions to these classifications can be made based on a technical study by traffic engineers.
The researchers evaluated the projected rise in aviation's climate pollution and the expected emissions reductions from the various measures that the airlines and countries are pursuing -- operational (e.g., improved air traffic), technical (e.g., more efficient new planes and minor upgrades to the existing fleet), and biofuels (e.g., from algae).
Eurocontrol, the European organisation for air navigation safety, said: "This incident highlights once again the importance of the robustness of the technical systems supporting air traffic management".
"Normally a controller should have a hot line to call his colleague," said George Paulson, the director of safety, airspace and airports at the European Organization for the Safety of Air Navigation, which provides technical advice on air traffic control issues to 31 European countries.
"The Air Accidents Investigation Branch (AAIB) will be reviewing information including debriefs with pilots and passengers, air traffic records, technical data and records, and the aircraft and its on-board systems," he said.
