As the I.O.C. determines which city will be the most suitable along technical lines, the Rio organizers are promoting the city's youth, energy and diversity.
The school will provide trainings, workshops and technical assistance for local organizers.
Of the 158,000 individuals who registered to vote, approximately 34,000 people actually voted, a result election organizers attributed to technical problems and potentially a lack of interest in the actual election.
The third concern has been the overwhelming logistical and technical hurdles facing the election organizers, including registration of voters, which has still not begun in 50 districts; the completion of a census to establish accurate population figures from which to divide parliamentary seats; the nomination of hundreds of candidates; and the printing of ballots.
"There already exist deep and geeky communities in cryptology or self-hosting or free software, but the message is rarely aimed at non-technical people," said Irina Bolychevsky, an organizer for Redecentralize.org, an advocacy group that provides support for projects that aim to make the Web less centralized.
It argues that certain considerations such as early strategic engagement of stakeholders, flexibility of technical tools and diversity among organizers, all played a role in enhancing the dialogue.
As it happens, ECDC itself recently issued a technical note with recommendations for organizers of gatherings in the European Union where people exposed to Ebola may show up.
And it is not clear whether the organizers have the financing or technical capability to launch their own satellite.
Relying on new technical investigations of the works, the exhibition's organizers argue that the work of both artists was transformed by their intense dialogue.
