However, Mr Kennedy believes the party is on strong intellectual and strategic ground after the conference this week adopted a set of policies on public services that shifts the emphasis from demanding extra spending and instead proposes new systems of service delivery, including decentralisation to the regions and a variety of service providers, including the private sector.
