But workers familiar with the system say as soon as one closes, another pops open across the street.
The Newark Teachers Union, which represents 5,600 teachers and staff in the state's largest school system, said that as many as 1,800 nontenured teachers could lose their jobs this spring, the largest number since at least 1970.
To accept the principle of "total party autonomy" would be to jeopardize that system, Mr. Gede said, as well as a system in some states that permits same-day registration as entry for voting in a primary.
An estimated 100,000 containers for water are being shipped in, along with four water-purification systems, and the Pentagon said as many as 10,000 troops could be deployed.
"To me, Governor Bush's reprieve acknowledged problems in the system," said Ms. Levin, who as the head of Texas Defender Service regularly handles death row appeals.
Joe Williams, the executive director of Democrats for Education Reform, which has advocated for the use of teacher evaluation systems, said that as a former journalist he had sympathy for reporters' right to demand information about public employees.
"What you are looking at is the creation of a giant property management system," said L. William Seidman, who served as the R.T.C.'s chairman.
"I was robbed of the best 12 years of my life because of the legal system," said Mr. Su, who works as a financial consultant in Manhattan.
"They have a good system," said Mr. Mutajalli, who had worked as a house painter in the city of Tarablus.
A spokesman for the state court system, David Bookstaver, said that as far as the system's officials knew, no other state used collection agencies for this purpose, although some municipal governments in Texas and Arizona did.
