There is a better deal for students while they are studying and a fairer system of repayments for those who have completed their studies and are realising the benefits of a university education.
Wendy Piatt, director general of the Russell Group, said: "All the disadvantages of a graduate tax that we outlined in our evidence explain why no other country has implemented this system of graduate repayments.
That will be a much more progressive system for repayment than we have at the moment.
People will certainly learn how to integrate into our system of debt and repayment with interest.
Muslim organisations such as Fosis (the Federation of Student Islamic Societies) say they know of many Muslims students who decided against going to university because of the new system of student loan repayments.
