David Cameron endorsed the demand for fundamental change in the system of youth custody recommended by Charlie Taylor, a child behavioural expert and former headteacher.
"In divorced families," the family therapist Ruth Bettelheim wrote in The Times Sunday Review, "whose needs count for more: those of parents or those of children?" The current system of creating custody and parenting plans during a divorce, she argues, tends — in spite of the "best interests of the child" standard — to favor parental need for finality over the child's need for flexibility.
APP said it was "committed to ensure that its operations, control systems and chain of custody process is in accordance with Indonesian law.
Re "No Fault of Their Own," by Ruth Bettelheim (Op-Ed, Feb. 18), which proposes a system of no-fault custody for children in a divorce: The argument seems to be that because parental conflict is bad for children, the solution is to make divorce easier.
"APP's chain of custody system traces the origin of raw material, evaluates its legal and environmental status, to minimise the risk of contamination and to ensure that endangered species are protected – in accordance with the laws of Indonesia".
But it said it lacked information on the delivery system and the chain of custody for samples, and said therefore it could not "establish the link between the victims, the alleged event and the alleged site".

Data from forest ranges, the lowest data collection unit, are determined through a chain of custody system (Box 1).
