Supporting potential perpetrators and their families to spot warning signs at a very early stage must surely be a big part of any ambitions to tackle the problem at its source.
It is now thirteen years later and I am in Bukavu, Democratic Republic of Congo, where, this time, UN peacekeepers (MONUC) are not passively standing by and watching the massacres, but are actually supporting the perpetrators.
But even more so, I'm enraged by what appears to be a trend in this country of universities failing to put proper procedures in place to prevent sexual assault in the first place, investigate claims of sexual assault, protect and support victims, and hold perpetrators accountable.

The release of this data shows we have a long way to go to address failings in how we respond to domestic violence; local government is in a position now to take the lead in making sure their areas are among the best at supporting women and targeting perpetrators.
It means supporting survivors and holding perpetrators accountable.
That protection needs to come not just from existing international forces, but also by holding perpetrators accountable, supporting mediation and fostering reconciliation today.
The enabler is part of the problem unless willing to be part of the solution, by participating in family sexual-abuse counseling, confronting the perpetrator and supporting accountability for their actions.
We will certainly support bringing the perpetrators of the coup to justice but we also caution against a reach that goes well beyond that".
