Senator Pete V. Domenici, Republican of New Mexico and former chairman of the Budget Committee, said he could support rebates for those who do not pay income taxes.
Gov. George E. Pataki said he supported the rebate plan of his fellow Republican, Mr. Bloomberg, "from the first day".
Separately, the Fed chairman and the president said that they would support tax rebates and other measures intended to stimulate the economy.
"Barack Obama is going to announce in his Saturday radio address support for rebating all of D unless we come to a deal," wrote Bryant Hall, a PhRMA lobbyist, referring to a Medicare Part D change that would cost the industry.
The Assembly speaker, Sheldon Silver, a Democrat from Manhattan who supports the rebate plan, has suggested that the mayor consider lowering tax rates locally or choosing for cuts other taxes raised last year, such as sales or income taxes.
The theory supporting tax rebates was originally devised by John Maynard Keynes, one of the most influential economists of the last century.
Despite the bipartisan support for the rebate, few economists have supported the idea.
Labor is happy to support pausing the rebate limit but are opposed to freezing the income thresholds which they say will hurt the most vulnerable families.
Although Assembly Democrats' support for the rebate program predates this election year, it may partly explain the urgency of their timing.
Backbench MPs from all the three main parties have supported a PFI rebate campaign, set up in December 2010 by Jesse Norman MP, aiming to encourage the banks, construction firms and service companies who have profited from PFIs over the past decade to give back a small proportion of those profits to the taxpayer.
