"Prior to 1990, there was a concept of neighborhood in Manhattan, which meant residential enclaves with supporting amenities.
These include breaks on taxes and land prices, and financial support for amenities like hospitals and schools.
Moreover, buyers are weighing whether there are enough units to support the amenities at a reasonable cost.
