"suggested grade" is correct and usable in written English.
You can use it in educational contexts to refer to the grade that an instructor or other authority suggests a student should receive for a particular assignment, test, etc. For example, "The professor suggested a grade of B+ for the paper based on its content and quality of writing."
But if achievement really has improved, then it is hard to know if teachers have adjusted to real gains by raising grades too much or if, as Dr. Paige suggested, grades have gone up only because teachers' standards have collapsed.
