"substantive viewpoint" is a correct and usable phrase in written English.
You can use it when discussing an opinion or perspective that is based on facts, evidence, or substance rather than personal opinions or emotions. It can also refer to a viewpoint that is significant or substantial in a discussion or argument. Example: "Her substantive viewpoint on the issue was backed up by extensive research and data, making her argument more convincing than the others."
