The phrase "substantially note that" is not commonly used in written English and may sound awkward.
It could be used when you want to emphasize the importance of a particular point or detail that follows, but it is better to use more standard expressions. Example: "In our findings, we substantially note that the results indicate a significant trend in consumer behavior."
