Calling for bi-partisan support, Fox calls for an end to federal subsidies, reporting that "fossil fuel industries receive three times the level of federal subsidies as compared to renewable energy sources," creating an "unfair advantage in the marketplace for fossil fuel drilling technologies," like fracking.
But the subsidies, the report notes, are critical; without them, many French fishing operations "would not be viable".
This has enabled them to open bank accounts, as well as allowing the government to monitor attendance of civil servants and identify recipients of subsidies, the report said.
Falling solar power prices mean that by 2020 it will make economic sense for commercial building owners to install solar even without subsidies, the report said.
Smaller television and radio stations depend more heavily on the subsidies; a report commissioned by Congress this year found that the elimination of federal funds would leave 54 public television stations and 76 public radio stations, most in rural areas, "at high risk of no longer being able to sustain operations".
"Does the president really think it wise to eliminate tax provisions that encourage investment in technology and exploration and development and would likely constrict future energy supplies, raise energy costs and kill jobs?" The agreement calls on energy and finance ministers from the G-20 to devise "strategies and timeframes" for eliminating the subsidies and report back at the next meeting.
"The individual market has little risk of entering a classic insurance 'death spiral' as long as the federal government continues to offer subsidies," the report concludes.
Through grants and subsidies, the report stated, the cost of desalinated water could be reduced to between $359 and $880 per acre-foot, which is 326,000 gallons, enough for two families for a year.
