Lawyers for both sides plan to submit the settlement, for $1 million, for approval to a West Virginia judge today.
Leonard Barrack, a lawyer in Philadelphia who represents the shareholders, said he expected to submit the settlement for court approval in June.
Last July, the firefighters tentatively agreed to a 10percentt raise over 30 months, but the union, shaken by the Sept. 11 disaster and the deaths of 343 firefighters, never submitted the settlement to a vote.
The American Civil Liberties Union of Northern California, which represents the victims, and the UC submitted the settlement for approval by a federal court this week, KCRA reports.

According to numbers submitted to the Settlement's national monitor, as of Dec. 31, 2012, only 46,575 homeowners nationwide received any relief on their first mortgage.
Still, he said, "Until we are to the point we know whether or not we'll be able to submit a settlement to the government, to operate as a going concern, the answer is difficult to give you".
