Under the subhead "All teachers are rated good or great," it examined teacher rating processes, and found that in districts that have a binary, satisfactory-unsatisfactory system, ninety-nine per cent of teachers receive a satisfactory rating, and that even in the few school districts that attempt a broader range of rating options ninety-four per cent get one of the top two ratings.
For instance, they have been arrested for 9% aggraated assault, but that doesn't make a good subhead for "nearly all".
My answer appeared as a subhead, in all caps: "I WAS UNABLE TO FINISH PAMUK".

The subhead on this story, which cited a number of recent polls showing Obama leading Romney on the question of who has the best tax policy, was "Conservatives Worry GOP Nominee is Losing Messaging Battle to Obama on an Issue They Say Should Favor Republicans".
The subhead of the chapter is "Would Obamacare have passed without voter fraud?" Fox News and other conservative media outlets have promoted this argument.
