It is suggested that the insufficiency of energy intensity indicators can be compensated with the introduction of thermodynamic indicators describing energy efficiency at the physical, technological, enterprise, sub-sector, sectoral and national levels without references to any economic or financial parameters.
However, the limitation of UNGEI‟s interventionist work to the basic education sub-sector - to the detriment of the other sister sub-sectors - disturbs inter sub-sectoral articulation.
Development of a Strategy In view of the close relationship between water supply and environmental sanitation, it may be necessary to have an overall strategy for the entire sector, which takes account of the sub-sectoral priorities and strategies in the wider development framework of the sector.
An exception is the study by Vellema et al. ([2009]), which analyses the oil seed sub-sectoral platform in Uganda.
If it is assumed that this unallocated DAH goes towards basic health services then there is less difference between the sub-sectoral allocations of DAH between the EU and other EU donors.
For each sub-sector attending a sectoral workshop a maximum of 10 participants were invited.
It is important to bear in mind, however, that a sectoral budget policy may impact on other sub-sectors of the health system.
The sectoral workshops allowed a maximum of 20 research areas to be defined per sub-sector.
In the planning phase of the priority setting process, it was expected that the eight sectoral workshops would be able to develop an overall agenda cutting across the sub-sectors that participated.
The eight sectoral workshops organized between May and August 2011 resulted in a total list of over 800 priority areas for 42 sub-sectors (see Additional file 1 for the complete ranked list of research priorities).
It may be that the exports of some sub-sectors included in the sector (say, other food products, beverages and tobacco) have increased resulting from tariff reductions by the other TPP members, leading to an increase in sectoral output.
