At her middle school, which serves a large population of students from poor families, 7 percent of students were rated proficient in English, and 10 percent in math.
At Robert Mascenik School, 90percentt of students were rated as proficient in language arts in the Elementary School Proficiency Assessment test for 2001, the most recent scores available, compared with the state average of 84percentt.
Yesterday, David C. Hespe, the state education commissioner, said that the adjusted failure rates, or rates at which students were rated "partially proficient," were 38.9percentt for 2000 and 37.3 for 1999.
Only 34percentt of students were rated reading "proficient".
Areas where students were rated included introductions, ability to respond to patient perspective, concluding a consultation and a large proportion of the marks were available for global communication skills such as rapport/empathy, listening skills and non-verbal behaviour.
