In a third step, capacity and demand constraints were added.
During the third step, Capacity Plus and USAID/Nigeria agreed - due to time constraints as well as the focus on collaboration, overlaps in-service provision, and duplications of effort among implementing partners - to focus on engaging key stakeholders who can significantly influence the process, including implementing partners, development partners, the MOH, and professional councils.
