COLLEGE LOAN CASES Fast-tracking a case that had been initiated just before he took office, Mr. Cuomo quickly amassed evidence that colleges were steering students to lenders that gave the colleges kickbacks or furnished insiders with various goodies.
In January, the New York attorney general's office sent subpoenas to 15 universities seeking data about how they administer their study-abroad programs and whether they receive cash bonuses, junkets or other perks for steering students to particular programs.
Supporters of this approach contend that it would reduce the cost of special education by discouraging school officials and parents from misusing the system, steering students to special education just to increase numbers and qualify for more state aid.
To American families, who devote so much time and attention to choosing a college, there may be something disquieting about overseas agents steering students to programs with which they have contracts, dispatching them, almost randomly, to far-flung parts of the United States.
"It is difficult," said Elissa Voccola, 21, president and founder of the College Republicans at Western Connecticut State University, who like other young organizers around the state is steering students to local races, which may not have the allure of working on the presidential campaigns.
And the biggest money to be made is in steering students to wealthy for-profit colleges, which, as the infographic warned, spend a lot of money on marketing.

Because now there is a growing danger that the schools themselves will start steering students away from their right to a closed school refund.
"We're steering students toward the classes where they are predicted to make better grades," Mr. Denley says.
But instead of steering students toward the best opportunities and encouraging them to value their work, many institutions of higher learning are complicit in helping companies skirt a nebulous area of labor law.
While it works for new reforms, the Department of Education also needs to stop, right now, its career bureaucrats and debt collectors from steering students the wrong way on the ground, such as advising Corinthian students that their options include transferring to other predatory for-profit colleges, or telling Corinthian students seeking loan forgiveness that they have no chance for that.
Rather than merely steering students through online courses, it puts the focus on practical skills and evidence of learnings to help advance their careers.
