Liberty gained access to 44 volumes of statements, documents, notes and photographs that contain significant forensic evidence relating to James's case.
"If somebody has investments, he is going to have to provide copies of statements documenting each and every one of those investments," Ms. Krasner said.
"Statements documenting hazardous conditions in great detail serve only the same purpose when such conditions are known to have existed," the manual stated.
A damning report which revealed the full extent of the harm done by funding cuts to children's centres was among more than 400 statements, documents and reports quietly released by the Government just before Christmas.
The final report was agreed in August, but the Department for Education (DfE), which commissioned it, held back publication for months before quietly slipping it out on 17 December, along with hundreds of other statements, documents and reports.
Liberty said that there were 44 volumes of statements, documents, notes and photographs which had not been fully or properly examined by the original inquest.
Mr James called for a public inquiry, and the case was taken up by campaign group Liberty who helped the family obtain statements, documents and photographs which it is claimed were not properly examined in the original inquest.
