For Schouwenburg, those difficult decisions are an attempt, in part, to return the company to its original mission statement of providing consumers with fast and cheap access to custom insoles.
It accuses the controversial company of making fraudulent statements to consumers about the quality of its driver background checks and a $4 airport fee to riders traveling to and from San Francisco international airport, even though the drivers weren't paying that fee to the airport.
"When a company promises consumers that their personal information is secure, it must live up to that promise," said David Vladeck, director of the F.T.C.'s bureau of consumer protection, in a statement.
Adds the Quiqup founder in a statement: "As consumer expectations change, retailers of all sizes and verticals will be expected to offer flexible, efficient, and affordable delivery services.

He said the consumer agency's statement that almost 70percentt of consumers ended up buying items at rent-to-own stores did not apply to his company, where the proportion was 25 to 30percentt.
In an effort to calm investors, Carleton S. Fiorina, chief executive of Hewlett-Packard, issued a statement stressing that consumer sales of computers accounted for just 10percentt of its business.
"Congress shouldn't forget that a lack of consumer protection led to the Wall Street-led collapse of the economy and only a consumer cop on the beat can protect consumers from it happening again," Ed Mierzwinski, the report's author and the consumer program director of the U.S. Public Interest Research Groups, said in a statement.
