The Carnegie UK Trust study into the state of libraries also called for local authorities "to consider how to communicate more effectively and more creatively about the services they provide – particularly to those who do not currently use the service, but might benefit most from it".

A former student there remembers that he was always either yelling at groups of undergraduates or promising things that he couldn't deliver — a state-of-the-art library, for example.
"It's good that they're saving 40 acres and it's good that we're getting a state-of-the-art library and providing more room for the schools," said Joe Chiusano, who lives nearby.
"We have a wonderful opportunity to provide a recreational facility, develop the surrounding parkland for active and passive uses, site a state-of-the-art library building and provide a Nesconset village green," Mr. Fitzpatrick wrote.
