It is often used to refer to a type of curriculum or educational program that has been designed and implemented on a wide scale, often across a region or country. The "standardized" learning styles that have to be adopted for standardized tests do not have room to accommodate slow learners whose classification as ADHD and other categories can stigmatize students who might more likely thrive in a different environment.
